ENUMERATION
The Municipal Council and School Board Elections Act provides that the Senior Election Officer (SEO) may conduct the enumeration in a number of ways, including door-to-door, by telephone, by mail, by email or by any other means specified by the SEO. We have decided to enumerate the RM of St. Francois Xavier by email and telephone for a number of reasons: more economical than door-to-door, safety concerns – staff out on rural roads in the evening, ability to send and leave message at any time and have voter contact the enumerator. We would appreciate the co-operation of all voters by replying to our messages to ensure that your names appear on the voters’ list. As well if you have an unlisted telephone number, please contact us to add your name to the list.
QUALIFICATION OF VOTERS
RESIDENT VOTERS
- A Canadian citizen
- at least 18 years of age on Election Day; and
- a resident of the local authority for at least six months on Election Day
NON-RESIDENT VOTERS
- A Canadian citizen
- At least 18 years of age on Election Day; and
- A registered owner of land in the municipality for at least six months on Election Day
A maximum of two non-resident voters per property are permitted to vote in a municipal election. If more than two non-residents owned a parcel of land, each property owner must obtain written consent from the majority of the other registered landowners and file an application with the SEO, to have their names included on the voters’ list.
QUALIFICATION OF CANDIDATES
Who May Run:
- A Canadian citizen
- At least 18 years of age on Election Day
- A resident of Manitoba
- A voter in the municipality in which you are seeking office. (To qualify as a voter you must be a resident or property owner in the municipality for at least six months before Election Day – April 29, 2022)
CANDIDATE REGISTRATION
Beginning in the 2022 election, all candidates must register before they can begin to accept contributions or spend money on their campaign. Candidates must fill out a Registration form available from the SEO.

RURAL MUNICIPALITY OF ST. FRANÇOIS XAVIER
NOTICE IS HEREBY GIVEN that on the following days:
September 14, 15, 16, 19 & 20, 2022 between the hours of 9:00 a.m. and 4:00 p.m., at the office of the Rural Municipality of St. Francois Xavier, 1060 Hwy. 26, St. Francois Xavier, Manitoba.
I will receive nominations for the offices of Reeve, Councillors for Wards 1, 2, 3 and 4 of the aforesaid Local Authority.
The nomination deadline is Tuesday, September 20, 2022 at 4:00 p.m. Nominations cannot be accepted after this day.
All nominations shall be made in writing and shall be signed by at least twenty-five voters, or NOT less than 1% of the voters (whichever is the lesser) of the authority or ward (as the case may be), but in all cases by at least two voters. Each nomination shall also be accompanied by the candidate’s declaration of qualification.

VOTING PLACES
Voting place will be open for voting on Wednesday the 26th day of October, 2022 between 8:00 a.m. and 8:00 p.m. at:

IDENTIFICATION MAY BE REQUIRED BEFORE BEING ALLOWED TO VOTE. A person may be required to produce one piece of government issued photo identification (for example - driver’s license or passport) or at least two other documents that provide proof of identity.
ADVANCE VOTING
For the purpose of accommodating persons who are qualified to vote, but who have reason to believe that they will be absent or otherwise unable to attend their proper voting place on election day, an advance voting opportunity will be located at Rural Municipality of St. François Xavier Municipal Office and will be open on October 17, 2022 between
8:00 a.m. and 8:00 p.m.
APPLICATION TO VOTE BY SEALED ENVELOPE
A voter who is unable to go in person to the voting place or vote in advance, may apply in person, in writing, by fax or email until October 21, 2022 to the Senior Election Official at Rural Municipality of St. François Xavier Municipal Office, 1060 Hwy. 26, St. François Xavier, Manitoba.
Applications made before October 14, 2022 may have the sealed envelope ballot package delivered via regular mail service or by other alternate arrangements. Applications made after October 14, 2022 should indicate method of delivery of package. Voter may receive package at time of application.

2022 Municipal Election -Advanced and Sealed Envelope Voting
Reminder to residents living in Ward 1 Only if you are unable to make it to the polls on Election Day (Wednesday, October 26, 2022), you can vote in advance using one of two ways:
ADVANCE VOTING
For the purpose of accommodating persons who are qualified to vote, but who have reason to believe that they will be absent or otherwise unable to attend their proper voting place on election day, an advance voting opportunity will be located at the RM office, 1060 Hwy 26, St. Francois Xavier, and will be open Monday, October 17, 2022 between 8:00 a.m. and 8:00 p.m.
APPLICATION TO VOTE BY SEALED ENVELOPE
A voter who is unable to go in person to the voting place or vote in advance, may apply in person, in writing, or by email to the Senior Election Official at 1060 Hwy 26, St. Francois Xavier, R4L 1A5, email address kelley@rm-stfrancois.mb.ca. If applying in person*, a voter may apply between September 28 and October 23, 2022. *A voter applying in person may pick up a sealed envelope ballot package at the time of application.
