ENUMERATION
The Municipal Council and School Board Elections Act provides that the Senior Election Officer (SEO) may conduct the enumeration in a number of ways, including door-to-door, by telephone, by mail, by email or by any other means specified by the SEO. We have decided to enumerate the RM of St. Francois Xavier by email and telephone for a number of reasons: more economical than door-to-door, safety concerns – staff out on rural roads in the evening, ability to send and leave message at any time and have voter contact the enumerator. We would appreciate the co-operation of all voters by replying to our messages to ensure that your names appear on the voters’ list. As well if you have an unlisted telephone number, please contact us to add your name to the list.
QUALIFICATION OF VOTERS
RESIDENT VOTERS
- A Canadian citizen
- at least 18 years of age on Election Day; and
- a resident of the local authority for at least six months on Election Day
NON-RESIDENT VOTERS
- A Canadian citizen
- At least 18 years of age on Election Day; and
- A registered owner of land in the municipality for at least six months on Election Day
A maximum of two non-resident voters per property are permitted to vote in a municipal election. If more than two non-residents owned a parcel of land, each property owner must obtain written consent from the majority of the other registered landowners and file an application with the SEO, to have their names included on the voters’ list.
QUALIFICATION OF CANDIDATES
Who May Run:
- A Canadian citizen
- At least 18 years of age on Election Day
- A resident of Manitoba
- A voter in the municipality in which you are seeking office. (To qualify as a voter you must be a resident or property owner in the municipality for at least six months before Election Day – April 29, 2026)
CANDIDATE REGISTRATION
Beginning in the 2026 election, all candidates must register before they can begin to accept contributions or spend money on their campaign. Candidates must fill out a Registration form available from the SEO.
NOMINATIONS
Nomination papers must be filed with the SEO in person, by the candidate’s official agent or by fax or email.
